			<content:encoded><![CDATA[<p>The public health damage done by lead exposure is among the most documented of any toxic contaminant.  Children are the most vulnerable, with common effects of lead poisoning being brain damage, learning disabilities, and physical and mental developmental disabilities.  A lot of work has been done in the past to replace old lead water pipes with new safer pipes.  Prior to January 1, 2010, the law allowed water fixtures and fittings – such as kitchen and bathroom faucets – to contain as much as 8 percent lead, far beyond levels that could result in lead in drinking water.  With the passage of AB-1953, effective January 1, 2010, all faucets and plumbing fittings sold in California must be lead-free.  AB-1953 does not require any plumbing fixtures to be replaced before normal change-out is needed.  But when water fixtures and fittings that are intended to convey drinking water are replaced, they must be replaced with “lead-free” fittings that contain no more than 0.25 percent lead. <p>In typical plumbing, water flows from the water heater through the pipes to the tap. Once the tap is shut off, the water remaining in the pipes cools &#8212; hence the familiar wait for hot water the next time the tap is opened.</p>
